Fixing various damp issues

Hello,

Got a few areas of the house I need to look at to help mitigate possible damp causes.

Haven't technically got any damp issue here (yet) but there is a darker patch on the inside walls paint so I figured some moisture has come in. Where the fence meets the exterior wall it seems to be quite exposed / crumbled so could be the issue in this spot. It's painted old pebble dash. What could I use to fill these corners that have exposed brick? Mix of cement / PVC etc of something more specialised?

Also, is it possible to paint over the painted pebble dash with a type of clear polyurethane sealer / water repellent in areas as the old dash seems to not be great in areas?
