Under Tile heating insulation

Hi All
I'm planning a kitchen /utility redesign.
It includes electric undertile heating instead of radiators.
Presently there is a 15mm height difference between the floors in the two rooms, but i've got atleast 40mm up to any other joining floors so i plan to lay on top of existing tiles.
1. Do I need special insulation board? or could i lay caberfloor and tile onto that?
2. i have used kingspan tf70 under my wet heated floor. but has that got enough strength for this purpose without the screed?
