insulating solid floor before tiling

I have a baement flat with solid concrete floors throughout. I want to tile the living room (27m2), with insulation under. All the specs I've seen describe laying a floating floor on top of insulation, which I assume is only suitable for wooden floor coverings, not tiles? I assume I need insualtion, folowed by vapour barrier, followed by .....? If possible, I want to avoid having to lay another screed as headroom is already quite low and don't want to lose too much more. Any suggestions?

You can use aquapanel thermal for this purpose-
