uneven plaster levels

This could be more of a plastering question but here goes:
After taking off the old tiles in my bathroom I've put on a backing coat in the hollows and the re skimmed. My first time plastering but it was'nt too bad. The thing is the old tiles only came to sholder level, so when I put a 4 foot level up against the wall it rocks a bit due to the 2mm difference between the top and bottom of the wall.
So am wondering should I re skim all the way to the ceiling? or when I put the new adhesive on will I be able to level that a bit easier?
