Removing wood stain....

I have a number of fence panels and a shed that have been stained with a very dark brown wood stain. They need staining again as they look pretty shabby but I want to stain them in a lighter colour....

I have tried removing the old stain with a pressure washerr and it works, but not very well. Is there another way of getting the panels back to bare wood? The old stain, I am sure, is water based.

Id say good old fashioned sandpaper is the best bet.
