BAL bond SBR is this the correct primer ?

As the topic says guys i have been sold the above (from Tops tiles) as a primer prior to tiling a bathroom & kitchen that i have overskimmed with Thistle Board Finish.
As far as i can tell (reading the use for information on the back) this product looks to me like a posh PVA that you dilute down to add to a mix of cement or plaster or use as a slurry mix prior to plastering. I am confused .
If this is the case i could have easily just used the Wicks plaster bonding agent i have on site anyway and saved myself £13 .
So what i need to know please if any of you guys can help is.
What bond will i need to tile onto new plaster SBR or APD ?.
Can i tile straight on to the new plaster without a bond ?.
Will be using Bal trade adhesive for the tiles.
