Slow Download speed help

Morning all,
I am currently with Tiscali Broadband. Last night i upgraded my account to a 8Mbps set up as my old 1Mbps account was just too slow. It was running day to day at about 460Kbps. I thought the upgrade may speed things up but after upgrading last night ive done another check this morning and its exactly the same. I have done an area search with two different providers including BT and they say my area is capable of getting the 8Mbps easily.
Whats going on ???

The factors affecting performance are:
Your home phone line quality & intereference
Your Modem/Router settings
Test your connection:- UNPLUG All other devices connected to your phone line, then restart your modem/router and check the speed. Any improvement shows interference from the other devices (or possibly noise on the bell wire)
- PLUG your modem/router into the BT MASTER SOCKET (by first removing the surface plate) - Test this connection. Any improvement shows there is certainly noise in your home phone wiring. Consider removing any extensions not in use and removing the bell wire from other extensions. Also consider wiring in a socket for your modem/router if your using a long extension.
Check your Settings:
Just becuase you've upgraded your account, has your modem/router been properly reset/updated with any new settings that maybe required. Phone your ISP tech support and get them to check the signal/line speed while you're on the line.
Consider replacing the socket which you plug the router into for one of these:
ADSL Wall Socket
Also Consider an upgrade:

To filter the bell wire from the main socket, my own setup uses these:

Having changed accounts, it can take up to ten days for your line stats to settle down to what what your line can accept.
Do the speed test as suggested by scruff, at the same time each day and make a note of the readings, but select the same test site each time.
Give it a week to see how it settles, then post back.

Looking for possible interferance so i un-plugged the only phone that is plugged in to a different socket to the PC, then re booted. The same result.
What can i do ?? My modem lead is connected into a YCL MF611B ( i think its the anti interferance thing) then plugged into the phone socket. I have no exstension leads as i sit 1 foot away from the phone socket.

When did you change over, as it can take 10 days to become live.
Keep a log as someone said, and try another test with a different station, (London) for example.

I only changed over last night, so will keep an eye on it. Seems strange how my old deal was for 1Mbps and got 0.5Kbps and now ive changed over its exactly the same.
I tried from all other servers and its the same.

You should ringyour ISP, there could well be a fault on your line, Often they reduce speed for sake of reliability (i.e. dropping connection)
