BAD CONDENSATION PROBLEM ON WINDOWS

I have posted this in another forum but am unsure where to post so i apologise for the duplication , i wonder if some one could help i am looking for some advice . I currently live in a council flat ( its rented i dont own it ) its a 1 bed ground floor flat , i am 1 of 4 in a block . I have a serious condensation problem i do have a vent and its open yet when its cold every morning my windows are dripping with condensation so bad that it ends up in puddles on the window sill . I am fed up of having to wipe my windows in the morning and also i can feel a draught as i dont think the windows are sealed propelry i also have mould forming on the walls as a result . Can you tell me if this is normal as i have been reading about it but cant seem to find an answer , should i contact my repairs centre im not really sure what to say , some one said that my windows need to be sealed and re pointed but i dont know what to do any advice would be very much apprciated .. thanks a million
