Cutting Steel Railings

Hi guys, I have a pointless bit of steel railing in my garden that I'd like to cut & file down at the base. It's basically like this;

What would be the best option here? I was thinking of hiring either a reciprocating saw or a plasma cutter, then using an angle grinder to polish off the rest, but don't have experience with this sort of thing. What would be the most efficient method?

It'll be hard cutting that with a reciprocating saw.

Personally I would use a 1mm thick cutting disk, in a grinder and cut them off to the level you want.

Then clean off any burrs or sharp edges using a flap disk in the grinder.

Cut down to remove it?

Angle grinder. If theres cars etc nearby, be very aware of where the sparks are flying.
