Re: where is my misconfig
Are you entering the word 'msconfig' (note the spelling as yours seems to differ) into the 'run' dialog box?

Re: where is my misconfig
Returning to factory settings usually has two possible meanings (1) a clean install of everything on the machine - and anything you've loaded yourself will be lost or (2) a restoration of Windows in which case this is a 'repair' rather than a 'restore' and all your original programs will be unaffected. If your 'resote' menu doesn't offer the 'repair' facility you should see a warning that you will lose everything on the machine when you press the 'go' button - so beware!
Unless you have a particular fondness for a program you have installed then a return to factory settings is the quickest and easiest way to (1) get rid of viruses and (2) get the machine back to its optimum performance. You will have to re-install the AV program (and any others you rely on).
