underfloor heating

In the very near future i will have the kitchen redone as part of that i intend put down floor tiles with electric underfloor heating
The main purpose of the heating is not to heat the room but to just heat the tiles so that they comfortable to walk on.the room has a radiator for heating
The floor is concrete, do not know what level of insulation it has underneath (house was built in the mid 1980s)
My question is at what temperatures does the thermostat needs to set to and can people in the forum recommend a heating mat controll
I am concious of the electric cost
