floor level issue following removal of old tiles

I have just removed some tiles from a floor that were put down on moisture resistant chipboard. In the course of removing the tiles the chipboard has come away with the adhesive in some cases whereas in other places the adhesive hasnt come away. I believe the old adhesive is rapid set - its very hard whatever it is. I'm faced with a decision to either spend alot of time trying to remove all the adhesive (and most likely damaging the floor further) or to put some sort of self levelling compound over (I can afford to raise the height of the room).
Does anyone have any suggestions for the best course of action?
I then want to lay electric underfloor and re-tile the floor.
