damp on dividing dwarf wall of 2 properties

The property next door was all but demolished and a new build went up. The existing dwarf wall separating the 2 properties still stayed and no remedial work was done to it. However the new build driveway and patio to the back of the garden has been raised from its original level. Due to the heavy rainfall this summer (2012) I have noticed that the dwarf wall has significant damp (the bricks look green) , this has only been recognisable since the neighbours side has been raised and from my point of view ot appears that the damp or water is above any damp course levels and indeed it looks like it is coming in from the top
I am not a builder and dont want to cause a row or concern with the neighbours, is ther anything I can do from any suggestions anyone on the forum has
