UPVC Windows in a Conservation Area

If you cant be bothered reading that, basically Llandudno has suddenly decided to clamp down on people who have had UPVC windows installed. The reason it popped up on my radar is because I was subbing for a mate and installed some of these windows (BG - not MS Windows). My mate gave them a 15 year guarantee and was wondering what happens now. I did say his guarantee was for the installation of the windows and if the council decides they dont want UPVC it isnt his problem.
What makes me laugh is the council gave a grant to one building to install UPVC windows and now they want them out because its part of a conservation area
