It is said that Councils now receive more than HALF their income from fees and charges (and fines) issued to the local community in lieu of services they USED TO provide free of charge (well, not strictly free of charge as that's what your rates bill used to pay for).

Council 'incomes' have risen well above the rate of inflation ENTIRELY due to these additional 'fees' they put upon their residents without so much as a by-your-leave request for permission.

You could argue that a spitting fine is justifiable as it's a disgusting habit that shouldn't be done in public but that's not the point - there are many, many charges made against the public that the public had no say in - and THAT is wrong.

Almost all professional footballers are guilty of this act every bloody week. I'd like to see them fined £80 for every time they spit on the pitch.

Maybe people need to travel down from other areas in the country and actually spend a day walking around some parts of London. Especially where it is populated by a muslim or African majority.

There you shall be greeted by young children, teens, men, women and OAP's all walking along, hewing up and spitting wherever they please. Pavement, gutter, road, shop doorway someones front garden, they don't give a 5hit.

Ever wondered why we have TB back in the country and at a level it is at. The Asians haven't just given us corner shops. They bought there disease with them and spread it through spitting habits.

London councils also need to use fines for revenue because unfortunately the money generated by the London economy isn't kept here for our benefit. It is also used for the rest of the country.

Just the stamp duty in London is worth more than the rest of the UK combined.

The TB issue is a huge factor and generally ignored by authorities as punishing those most responsible in 'your' neck of the woods ROC would give rise to claims of racism......

you should check to see exactly WHAT they spend the money on before claiming that it's used 'for the rest of the country'. I don't know how the 'rest of the country' gets your local council cash but maybe if they didn't fund the lesbian/islam/green ban-the-whateveryoucaretolist brigades then maybe there WOULD be enough to pay for the ESSENTIALS.

Bit of a strawman arguement point there ROC - hardly the fault of the rest of the UK - the property owners enjoy a much greater return on their investment as a 'benefit'.

Plus TB is generally an airborne disease....most likely caused by close quarters living - trains, buses, crowded streets, pubs, cafes etc.....

You'll regularly see people spitting on this pavement feature on Edinburgh's Golden Mile. I took the pic after watching in amazement as people of all ages managed to throw a golly at it. If the Scots introduce a similar 'no spitting' rule this will be a great place to stake-out and earn the council a small fortune. (There's plenty of history about the spitting heart online)

although my 21 year old son did last year and was finned £70 by the local constabulary for peeing behind a big bush that you cannot see from the road yes they where on pee patrol as its a well use spot when the pubs kick out

both me and his mum chipped in 1/3 each just for the days worth off laughs at his expense

Peeing in public is something I have an issue with BA....spitting on the road not so much...
The only exception is if your in the middle of nowhere or by the side of the road miles from a bathroom....and then be discreet....
unlike the woman who stopped outside my house (main road in town...2 minutes drive from a toilet and encouraging her sons (7-9 by the looks of things) to stand and pee from the car tailgate onto the pavement......
