http://www.gimp.org/

It's free and it can do pretty much as you ever want.....kinda photoshoppish (poor mans), but REALLY capable. May be a bit OTT, depending on what you want to do?

Does brushes, layers, masking, yadda, yadda, yadda

Forgot to ask, what you trying to do with them DWD?

Might be something more specific to your goals that someone can suggest?

I just want to write comments and draw lines and stuff on photos. Nothing too difficult really

You could always try http://www.getpaint.net/ - much better than paint, but no as fully featured as gimp

You could also use Windows Picture and Fax Viewer to save the picture as a .pdf file,

http://www.ehow.com/how_6799276_save-pictures-pdf.html

Then use the mark-up tools within Adobe Acrobat Reader 10 to put in sticky notes.
