I have an Electro Osmosis damp proof system, but seem to be getting flaking plaster at about the same level from the floor as the wire.
How do I check if the system is working properly. The light is working on the transformer which is putting out just over 5V.

If the light is on it is working.
Did you install it or was it in when you became the owner?
There is a chance that the electro osmosis has been installed and that the old plaster has not been removed and so the salts could be coming to the surface, making the plaster flake.

Had it installed and when we re-plastered used a salt inhibitor. Seems to have happened in the last 6 months - been installed for about 6 years. Can't contact original installer.
Have checked voltage at about 5.25V and current is about 2.5A on positive wire.

Check the connection to the earth electrode to make sure it's not open circuit. Check the earth electrode voltage from earth (from a spike a meter or more away). Should be zero. Check the earth current (should be the same as the current into the positive wire).

The ones I have had installed come with a 30 year guarantee, but if you can't find the firm that fitted it or they have gone bust then there is not much you can do.
If you do like stoday says you might find a fault, if not you can contact the makers of the unit. Mine was made by these-
