New desktop PC

I'm thinking of replacing the desktop PC - it's a 10 year old Dell still running XP and is definitely showing its age.
It's to be used for email, web surfing, word processing, spreadsheets and stuff, not gaming or video editing so I don't need a high end machine.
Any recommendations, preferably with a version of Office 2013 which includes Outlook, Publisher and Access pre-installed?
I'd rather not go the Office 365 route and have a subscription to pay every year.

I believe you will never find one.
If you buy a brand new pc now (2015 / 2016) why would they install something that is old and out of date? Office 2013, they want to sell you the "latest version" which as you said is Office 365.
Also (although I am not 100% sure) older versions of office may not work on windows 10.
HOWEVER
Have you not got the discs for office 2013 and publisher? If you haven't why not consider

As for which desktop, I would say its down to personal taste. I used to build my own, but now its cheaper to buy ready made, I have an Asus, I liked it so much, I got the mrs one too.

Office 2013 is the latest version of Office, works with Windows 10, and is still on sale. I'd just like it pre-installed and included in the price I pay for the hardware.
I've got Open Office on one of the laptops I use and while it's ok for basic stuff, it won't handle some of the Excel spreadsheets I use which have complex macros. It also doesn't have an Outlook equivalent and the drawing program is nowhere near as good as Publisher.
I'm not actually fussed about Windows 10, I've seen some on ebuyer with a Win10 licence downgraded to Win7 and would be happy with Win7.

2013 for stand alone or 365 for cloud based office
edit. 2016 has just been released £120
most pc's come pre installed with office you need to purchase a key the problem is access and outlook are not built into the home versions of 2013*
The new version of outlook express is windows live essentials Mail
*unless the later versions have it included
edit 2. only office 2016 professional has all the items you require £380 quid tho and you will not get that pre installed

2016 office home £120 - access is a £110 add on or go to office 2016 professional and that includes publisher as well

I'm seeing Office 2013 Pro for as little as £56 -
here
And from a number of other shops on Google shopping at £90 to £130.
Are these legit?

most of these are codes only and not 100% legal - you may be able to get a oem copy from dabs or scan

Why use Office at all? There's Open Office or Libre Office, both are free open source software. Handle all Office formats (and did I mention they're free?? )
For email, I have Mozilla Thunderbird installed,,,, and guess what??? ,,,, It's also FREE.
