Looks like fibre board to me too... but never assume anything..

Where is this and when was it installed ?

It's just a sheet covering under the stairs, the house was built around 1900 but this could have been put up at any point between then and now

It's hardboard,often used to block off stairs,door panels,fireplaces etc in the 1950/60s

Looks very much like fibre board, has it been painted with artrex ?

Yeah it has the artex pattern on the board.

Could this contain asbestos?
