Try the Oil Beetles - Meloe proscarabaeus or possibly Meloe violaceus.

Think Ajays nailed it, (overlapping wings) possibly male (kink in antenna) quite rare it says here

I'm not the best of gardeners but it kinda looks cute. Is it harmful in any way?

If you want cute, (but not an insect) how about a Wolf Spider with it's young?
