Questionable Solution?

Problem: previous guttering blocked a fire window being opened because the fascia board was too thick.
Roofer solution: rather than take the old board off and fit a flat board, the guttering was cut away near the window and a piece of flashing was shaped into a gutter. The old fall pipe from the main building was repositioned, but left leaning on top of the annexe roof to discharge water.

Unavoidable solution or a cheap bodge??
Roofer has agreed to extend fall pipe into gutter, but still did the homeowner need to ask?

If there were no prior issues opening the window with the old guttering then it would seem a bit of a botch solution and a problem they've introduced. It also seems like more gutter has been cut away than was necessary, or is that needed so someone could climb out?

Either way doesn't look great and leaves/debris are likely to collect in that corner and could lead to damp problems in future (**speculation**). Perhaps it's the only option but I wouldn't be too chuffed were it my house.

The window couldn't be opened prior to this solution. The previous roofers fitted a fascia board that was too thick and made the gutter jut out preventing the fire escape being opened. The first roofers couldn't be persuaded to come back to rectify the job even though we offered to pay for the work to be re-done. The second roofer said there was no need to take the thick fascia down and replace it with flat board, and that his solution was the one that should have been installed originally. Thanks for your opinion.
