UFH and tiling

In the new house the wet heating system was laid three weeks ago, then 5cm of concrete screed was laid, the tiler and architect said that he would have to wait for five weeks before he could lay the tiles ie one week per each centimeter of screed, they are trying to get the heating engineer to connect up the heating so a small amount of heat could be put through the slab, does this time scale seem excessive or standard? Thankyou

Standard in UK is to allow 1 day per 1mm of screed.
