At what point you should measure the torque value of a drill machine. Is it at.....
1) On the tip of the drill bit
2) On the chuck
3) Near the gear of the drill.
4) Other point.....please specify.

Since it's a measurement of rotational torque it is measured in inch/pounds, foot pounds or the metric equivalent, newton/metres.
Providing you have the measurement and the DISTANCE from the central rotational point you can quote any standard.

its always going to be the force on a shaft off a given size [chuck /hex drive at the output end]

Depends on how you measure the torque. Whichever you choose, the value will be the same.
In addition to the points you mention, you could also measure the torque on the work being drilled or the torque on whatever is holding the drill. The answer's the same.
