Could be for several reasons.
I do not have massive amounts of time (I am extremely busy), I am so busy that I probably read 2% of the posts in the forum. I did not even see this post, it was kindly pointed out to me by one of the moderators.
With youtube I have 3 options, I can disable comments completely (as many youtubers do) or I can allow comments as I do. Most comments are now approved automatically but on some videos I have to approve the comment manually ( I can change this via youtube, but don't have time ), or I can view the message and if I think that person is nitpicking I just block them!
With the exception of a few youtube members I do not know who they are and so if I think it could be a troll I block the user which prevents them from posting comments on any of my videos.
Nothing personal BTW, but I get hundreds comments per week

They're the boss's videos, he can block who he likes - with or without a reason. I think you might be mistaking YouTube for a democracy!
Surely you can't be that desperate for something to do and feel the need to share your innermost thoughts on a video so badly, that you must then start multiple threads on here moaning about it when you find that you can't?????
