When we put the last (partial) tile into an internal corner, how far from the wall should the tile end? Should we then fill that gap with silicone?
When we do the other wall at right angles to the first, what do we do with the partial tile there - same as on the first wall, ie end it the same distance from the now tiled and siliconed corner and then fill that gap with silicone?

I'd leave the tiles on the first wall about 5mm or so short of the corner (a bit more if you're using particularly thick tiles).
Then when you tile the second wall this gap will be covered by the thickness of the tiles you are now putting on. Cut these tiles to give you a little bit of a gap between the ends of these and the tiles on the first wall - maybe 3mm or so.
Then, after grouting run a bead of silicone in the same colour as your grout down the corner and Bob's your Uncle.
(don't forget to have the cut ends of the partial tiles into the corner so that the cut is covered by the silicone and it's the uncut, perfect end which is still visible)

Should we silicone the 5mm gap on the first wall before we put the tiles on the second wall? We're worried about tile cement from the second wall getting squeezed into the first wall's "expansion gap".

I wouldn't worry about it too much, unless you are going on waay too thick with the tile adhesive.
