Laying Garden sleepers

Any ideas what the best material is to lay garden sleepers on or just put on soil?

What are the sleepers for? A retaining wall or flower border.
It's hard to give any advice without knowing a little bit more.

Thanks for the response.

I built a brick retaining wall but need something to the side running away and want to use garden sleepers. So.... I gather they're not retaining but will hold in soil to the side, if that makes sense. Will be from approx .5m to 0 as it leads away. Hope that makes sense.
