Exterior Paint fialing on brickwork

I have been getting some mold issues internally in & upon investigation outside I discovered the paint is all starting to blow off the brickwork near the bottom of the wall. In the sun I can see little shiny silica specs on the paint surface but the paint is mostly peeling from the mortar. I have filled an old Sky cable hole inside & outside of the wall with silicone to stop any damp air or moisture getting through. I have no idea when the wall was painted but we've been in the house 14 years.
Also under the PVC door (pic 2) the paint looks like it's all bubbling with salts or something but I haven't touched that yet. The house is a 1965 built bungalow in Kent, if that makes a difference.

Pic 1 shows the unpainted wall round the corner from pic3, you can see the state of the mortar where the DPC is.

Pic 3 showing where is peeled of the flaking paint. The mortar showing isn't actually crumbly it's just the paint isn't sticking any more.

As I've never had any experience with anything like this before any advice on what I should be doing next would be greatly appreciated.
Does the mortar look like it needs repointing where the DPC is (its the old paper type)? Would the DPC need replacing or chemical DPC injected?
Should I get a company in the remove all the paint to help the brickwork breath properly?

No expert but 14+years is not bad. The DPC is holding its own but the paint did breach it; a better system would have been bitumen paint below DPC. Now is the wrong time of year to think about exterior paint but you do need to check all surface water is draining away from the bungalow walls. The bricks appear as hard baked like Ockley so the mortar might have been made softer for that reason and mortar is still visible extruded beyond brick face which is fair dinkum.
