im planing on building a cabin on my gardens decking.

building anything substantial on decking will have several problems
apart from the obvious weight issue
you also have the height issue as any outbuilding near the boundary needs to be below 2.5m in height above natural ground level it covers to avoid the need for planning permission, so iff your decking is say 200mm your then restricted to 2.3m

more info
using 4x4 posts
7 foot front,6 foot rears,held in metal 100 x 100 post bases with 4x m8x40mm bolts.
secured 100 x 100 posts at top of structure.
100 x 100 posts mid way at each of the 3 sides,with the front being left open.

no pain no gain!!!
i begrudge paying £1000.00s of pounds for a simple £200 jobby

im not saying that,let the council come n check me out,wasting there time n money,for me to reduce my projects height by 10 mm,BRING IT ON!!

Be careful what you wish for, you might get it.
My ex neighbour did. Council bloke was up the road inspecting something, any of the back bed windows here, you can see in others back gardens, he did and was not happy with my neighbour at the time.

You can do what you want but we cannot advise you on anything but the right approach. This could rear its head when you come to sell and you might or might not have issues. It sounds a bit naff to me and may detract value from your home so think it through.

You might want to rethink 'value' when you see the cost of wood today!
Look at it this way - if they can build a static caravan (have you ever seen one taken apart?) then you can build accommodation on a deck.
Note - I have zero issues with the OPs approach to 'authority' - if you can be screwed BY them I see no probelm with doing it TO them. YMMV.
Don't take it personally......
