Anyone know a free IP tracker I can get?

What do you mean by IP Tracker? Do you mean a service which gives you a fixed name externally? If you do I use https://www.noip.com/ which is free - you get an email once a month which you click to keep it active.

For internal networks ?

On Windows, i use Angry IP scanner and Sharkwire then you have the windows command lines like ipconfig and ARP (ARP -a)

Tracking people online is more difficult as most use a VPN or are on a block DHCP from their ISP, UK based websites used to be easy to track with Whois but thanks to GRPD that is not possible
