Blown render around windows

Hi all,
I've had damp inside my window returns. I had a roofer come round and he said the pebbledashing over the top of each window had cracked and blown. He suggested hacking out the old, flashing and re dashing all six windows.
This has now been done but it's only about 2 inches worth of re dashing over each window and there's no flashing overlapping the top of the windows.
He has said the flashing is underneath the pebbledashing but
a) I can't see any trace of flashing,
b) if it's not overlapping the top lip of the window it can't be doing anything ,can it?
Has any ever resealed windows in this way?
