Sanding Latex Paint

Hi all-I'm trying to refinish some MDF flats which are used for walls in a set, but they're painted with a vinyl paint which is coming off in blobs whenever I try to sand it flat. They've had various holes made in them at times so I'm filling them and trying to even out the surface so it's usable again. I've tried different grits, hand and machine, to no avail. Any tips?

Try a heat gun, it may make the surface pucker and lift being vinyl so you can scrape it off. Test a corner first.
