Smoothing over rough wall

The previous occupant had used adhesive to attach a strip of wood above a window ... removing it has left a mess.

What is the best way to smooth this off before painting? Is there some kind of primer or filler?

The wood was probably there for curtain tracks or pole mounts. The window lintel can make it hard to get accurate screw holes in the wall and the wall batten helps to fix fittings. I suggest you have a look at how you will be doing your new curtain fittings before proceeding as you might be refitting a timber batten for your own use.

Good point, but we have a blind now inside the window alcove now, so will just need to paint over this rough patch.

Sand down, fill the screw holes with filler, you will have to fill the holes progressively in layers. If you have any bulky materials like mortar or some broken brick pieces you can tamp these in well to bulk out the screw holes. Then top out and level with filler, say around 3mm maximum to avoid cracking.

The zig zag area is where multiple layer of paint have been ripped off, and is only about 1mm deep. It's too thick to paint over, but too shallow to fill with normal filler. I'm guessing something like Toupret fine surface filler is right for this?

Yes, get it level as you go to minimise sanding.
