Radiator - Flaking Paint

What is causing the paint to flake? It is a rental property. Wondering if its caused by misuse by my tenants as I never had any issues with the radiators when I lived there.

Probably not painted properly. Rub down with wet and dry paper and soapy water to remove the loose stuff, degrease, and key the surface. Any rust spots will need to be rubbed back and painted with rust treatment to seal. I would use Johnstones Aqua undercoat and Aqua hybrid gloss (which is semi gloss and looks good)
