Removing old paint from plaster

I want to repaint this wall, and there are patches of old paint which won't scrape off (some came off with the wallpaper I stripped off). I tried sanding and painting over in another room but the pattern of the old paint was still visible. So ... how can I remove it? Heat gun? Some kind of paint stripper? Thanks

PS I know it looks flaky in places, but some patches are welded on.

I doubt it will be that effective, they have taken all the guts out of strippers these days. Nitromors used to be good but it is gutless now. Peelaway is the only thing that works now but far too expensive to do what you want. I would spend some time sanding the surface to key the old paint and feather the edges of the exposed areas.
