First thing to check is...... Does the temp ramp up if you just leave it in the bios at idle - if it does see below - if not it may be a windows issue with a process maxing out the cpu in the background
I see this on a regular basis the heatsink will be bunged up with fluff and fine dust you will not blow it out, open up the laptop (full strip down)
remove the heat pipe off the motherboard clean the old dry compound off with ipa, put on some fresh and make sure its the Non- conductive stuff
If its not fluff, it will be the fan - the fan may work at full speed but at lower speeds it will stall as the voltage/current is not enough to turn the fan
its a cheap fix and a few hours for a novice
