if it has a clear protective coating then it should buff out as the scratches are in the coating and not the actual steel.
do you have a machine polisher?
what i would do is get a fine cutting compound and machine that on. then finish with a polishing compound. it should work.
if you dont have a machine polisher (or not confident in using one) then ring a local car detailer and ask him to look at it.
