Black Mould under Paper

Hi guys,
Just hoping for some advice on how to proceed. I’ve just bought my first house and was planning on doing a quick paint job in the spare room. I noticed some cracks in the surface of the wall and it sounded hollow underneath.
I started to peel off what appears to be paper that’s been painted over and have found this: see attached pic.
It appears to be black mould?
Do I need to just rip all the top layer off, treat the mould and then repaint? Or will it require something more?
