Preparing a ceiling

What is the best way to prepare this ceiling for painting?

We have just removed some really old wallpaper and this is what remains.

I've got some of that Zinsser peel stop if that would work? Or is it better to sand it all down?

The best way is to have it skimmed.

The second-best way is to fill where necessary, sand, and then hang lining paper. I recommend Wallrock Fibreliner. It's paste-the-wall (or, in this case, paste-the-ceiling) and very easy to hang. I would go for the 75cm width one if you don't have a lot of experience, or the 100cm width one if you feel comfortable with hanging paper. I buy it from patinersworld.co.uk as they have excellent prices and service. I wouldn't use the Wallrock adhesive though as I find it too sticky (making it harder to spread evenly); I use Wickes own brand ready mixed paste.

The least-best way is to fill and sand then paint.
