How to wallpaper over bare plaster?

Prime the plaster with wallpaper size (really just watered down paste) you can buy it or follow the instructions on a paste like Solvite on how much water to add for sizing, allow to dry. A good coat will seal the surface and allow the pasted paper to slip smoothly.

I have a textured wallpaper can I use multi purpose ready mixed paste on it?
