Plaster showing after first coat (pics)

I had a small bit of peeling. I painted the whole bathroom and the paint came off on part of the roof. It bubbles and then made a mess of my roller.

I sanded the area. Used a fine sanding paper to get the paint flush. I then used peal stop. This seem to have glued the edges well.

I put on a light coat of emulsion. I can still see the plaster.

Will another coat cover this?
