wooden casement window frame with film

I've got my flat wooden casement window frame with film that peeling off.
I am not sure if it is repairable, even do not know what to search on google
may anyone help?

I suspect that that is a paint finish that has delaminated and flaked off through moisture. I really the frame e needs sanding and refinshed in a new paint but ot must be dry which in this weather it should be. Do you suffer from condensation as it looks like this was caused by that? When funds allow get the window pulled out and replaced with a replacement UPVC window.
