Have added extra holes too. Have a related question- I have lost one pin- am I ok to use bolts of appropriate diameter? Also thinking bolt head and nut would also safeguard against pin not being inserted right through?

A moderator might have something to say about you ressurrecting a five year old thread!
But yes, using a bolt of the same diameter (or only slightly less) and longer than the diameter of the base tube will do fine. You'll find that putting a nut on it will just be a nuisance, make sure the new "pin" is fully inserted.

Modifying an axle stand.
Steel bolt and only the plain shank in the stand and not the threaded portion.

Have a read of this https://smrp.org/News/Solutions-Monthly ... lure-Modes I used to use shear bolts in my PTO driven bush hog mower so make sure that you do not pick one by mistake.

However, do those bolts shear under an excess dynamic load rather than a consistent static load?

I don't really know but one went once when the mower dug into a mound so it may have been a power surge rather than constant force.
