Bitumen paint and DPC

Hi All,
I hope you are well.
I have the outer insulation however DPC there are red bricks. There is some black residue on them but it's worn out. I was wondering if it's bitumen paint and if I should repaint it?
What do you say?

Not clear if the residue is below or above the DPC; if it is ugly I would use something like Bostik Bituminous Paint (S.fix) or Black Jack (T.station); it takes a while to dry, need to keep hands and clothes away for a few days.

Not sure I should paint it with bitumen or regular masonry paint.
I think this is to allow the moisture to go through the brickwork. I got conflicting information.
