Ceiling board after paper removal - what to do next

We have removed woodchip wallpaper from the ceiling and are left with a cracked painted board with rough edges (photos attached). Not sure what the best next steps /options are?

The best solution is a skim. This is a thin layer of finish plaster that will cover the imperfections. Get a few quotes from plasterers, and offer to do the primer of dilute PVA for him to cut costs. To finish when plastered, apply a dilute mist coat of emulsion/water as a primer followed by top coats to get a good result.
