Lick paint over newly applied Velspar

Hi all, first-time poster.

I've painted my small office with Valspar Premium mid-sheen in Vibrant Orange. Unfortunately, it has turned out really patchy with inconsistent color, despite several coats (apparently it's an issue with vibrant velspar). I have used the same product on two other rooms using a light color, which worked out fine.

My question is, I want to start again, but have tried a test patch on top with Lick water-based paint, and the under-surface appears to be trying to merge with the fresh Lick paint. Is there a minimum time the Valspar needs to dry (it's been a week since that went on) before repainting, or is there a primer that needs to go on to restart all over again? Or any other advice, really. I'm going on holiday for two weeks, so leaving the original to dry for a bit is an option.
