Drilling into potentially concrete internal walls

I have been putting in some screws to hang some pictures and one of our internal walls is way more solid than the rest and I can't seem to drill in enough to put a rawl plug in. Using a masonry drill bit it seems to stop and start to drift about 9/10mm in. Any advice would be great! It is a flat built in the 60s and this seems to be the only section of wall that is like this internally. Sadly we do not have any detailed information on the makeup of the walls. The Bosch metal detector we have seems to be triggered by the wall overall but it is a wall with no electronics/looks like it might be due to metal in the wall?
