How to stop rust without removing it

Hi, I'm an artist and I am planning to work with metal materials for a series.
For most of them I will need to partially oxidize the metal, then stop the rusting and fix it.
I'm guessing I would have to "kill" the active oxygen agent and then layer the whole sheet with a protecting agent but I don't know how.

Thanks for reading, and hopefully for answering.

there a few ways to start the rust, heres just one site off a google search..................

rust is like fire kill the oxygen and it kills the flames - kill the oxygen it kills the rust

an acrylic or matt lacquer will do the job

Years ago I bought some stuff called stop rust, I think it was made by Comma.

Anyway it turns the rust to Magnetite.

Hammerite will work if you can cover both sides of the metal - if there is an unaccessable part of the structure (inside of a tube etc) rust will burst back through the hammerite finish as it's still being fed from the other side.

I've just got some of this to try:

Not used it yet but hoping it solves the problem before the cab falls off my van!

I'll back this up. We had an old caravan with a rusted steel chassis. Spent ages wirebrushing, scraping and cleaning. Two coats of Hammerite, but two years later, the rust was coming back.
