Lol,prob my explanation...ive got a larger than the gap between the floor tiles gap behind where the rad pipes enter the room. The grout has gone off hard here and is proud of the tiles. I want to trim this down to put a pipe collar on!

If there's room and your careful I'd chisel it out gently,
Though my opinion might change when we can see the pictures,
After you've attached them to the post remember to place it in line,
There is a picture attachment guide ill try and find the link to

An old wood chisel would be OK.

Looks wet around the pipe and also seems like the tile is cracked, unless it is a hair on the floor.

It's definitely not wet, the grout hasn't gone off the same colour consistently in some places oh and that's a hair lol

Did you tile the floor yourself? that cut out is shocking at the very least there should be a piece of tile in behind the pipe not just packed with grout

that's not very helpful line of interrogation there hagoh.

As Darren suggests i would carefully and slowly chisel/scrape down and remove excess.

I would have the tiler back to sort it out personally but as others have said use a narrow wood chisel and go carefully
