How do I repair this (photo included) please?
The concrete sill has disintegrated - what would be the best method to restore same?

You will never get a perfect colour match, but you can repair it with some repair mortar-

You can clamp a piece of wood on the underside and then fill the hole with the repair mortar and trowel it off flat, then when it has set remove the wood and the clamps.
You may have to fill the hole with a few thinner layers (if it starts to slump) by building it up gradually.

Any epoxy mortar will be able to repair that using methods suggested by previous poster but be aware that this was caused by water ingress causing the reinforcing bar to rust and blow the concrete apart so it maybe prudent to check the rest and take a bit of preventative action now such as sealing the over string courses or creating a small flaunch on top to throw the water off
If you think nobody cares, try missing a couple of payments..

as scruff says clamp a bit off wood underneath but i would extend it forward a further 2" this will allow you to not drop so much and allow you to use a further bit off wood as a former
although you wont see much of the repair just remember to use smooth wood as the repair will take on the grain/rough surface off the wood
